Chirp didn't end up in the shelter because of anything he did. He was found as a stray and brought to the shelter by a kind woman - confused, heartbroken, and suddenly without the people he trusted. This sweet boy is at the front of his kennel every time the shelter volunteers go by, she is reaching out his paw trying his best to gain attention as all he wants is affection and love. He is a gentle soul who wants to feel safe again.
