Rugger is a 3-year-old Shepherd mix whose owner abandoned him at Pet Hair Care in Valley. Miss Elizabeth held onto him until we had space at CHS to intake him. He is a large, vocal boy who quickly captured the staff's hearts with his rough-tough exterior. Rugger is not a fan of cats but has shown no aggression to any dogs we have tested him with. He is highly toy-motivated and requires a home with an experienced owner.
