Sweet, tiny little Pepper and her sister came to rescue from a very small shelter in Southern Arizona. We think they are about four months old. They are in a foster home with other small dogs, a cat and children. Because they are too young to be spayed, they are available as foster to adopt in either the Tucson or Phoenix area.
