Charlie came from a Bakersfield shelter. He was adopted by a family who was not able to train him properly. He needs strong obedience training . He has some fear when people walk by him. We don't know his early history, maybe he had been kicked. But he goes to nip the heels when people walk away. This does not appear to be herding behavior.
