About Rat

Looking for someone locally that can socialize and rehabilitate a rat. I grew up with rats and thought I could do this but I have no idea what he went through before I adopted him from the shelter a couple of months ago. He and his brother got into a huge fight and his brother bit off one of his toes... there was blood everywhere and I separated them. His brother ended up dying and now 'snowflake' the one that's still alive is under stress and scratching his fur off. Possibly because he misses his brother so much. He is not allowing me to pet him or hold him. He has been very hard to socialize even before this all happened. I've read a lot online watches a lot of YouTube videos and I need help. I need someone that has rats and is willing to help adopt him. I can't afford hundreds at the vet to neuter and introduce him to another mate for him to possibly die during the process. I love rats I want him to live the best life. Help
