Pepper is an incredible dog. I've been visiting her in this shelter for months and the past couple times I've seen her, her mood has deteriorated and she seems extremely lonely and sad. She needs love and a forever home. Pepper is an older dog so she doesn't get much attention. If anything, please visit her. I know she would appreciate it.
