About Stray cats & kittens

These cats and kittens live in my neighborhood. 6 adults and 2 or more babies that I know of. 5 out of the 6 adults are as far as I know 3rd litter from mama cat number 6. It started when she started coming around pregnant 2 yrs ago then kept going. I've tried for 2 yrs to get help' Nothing'. My heart is breaking cause her and the rest are outside everyday/ night waiting and crying. Please, Please Help before someone does something else!!! All colors and ages. Extremely friendly, loving and caring and playful. Will come to you when called. But extremely hungry haven't eaten much since last Monday. And need water... They're always outside but usually start gathering early am and 6-7 in the evening. My landlord won't let me feed them anymore. Please help!
